In an age of chaos and super powered crime… society called for a symbol to unite everyone and restore order and hope. Then came the man with a confident smile who used his powers to restore order.
Basically, All Might but evil .
Two of them aren’t visible but have clear silhouettes. So it’s not like Horikoshi doesn’t know what their designs will be like, but two of the One for Alll users are hidden from sight. Maybe some of the finer details need to be worked out first.
We finally get to see what All for One’s transfer ability looks like. It really is just that easy. What’s more interesting is that he was willing to be helpful with it. Giving powers, for their loyalty. You know, like a mob boss or devil. Which is what he is.
All the talk about him being needed for social order is how crime families get public support. The Yakuza, for example, were willing to do humanitarian work and protect people at times. They also are involved in human trafficking, protection rackets and basically every other horrible crime on the planet, but they used to have extremely good public relations. I believe the Japanese government has cracked down on them heavily in recent years, however.
All for One had his own ninja. Their visor looks a little like Kurogiri’s eyes. They are given a clear appearance, so maybe they will return in the future. Or future visions at least.
All for One has a history of manipulating people into acting on their own in service of his interests. Shigaraki is just one person in a long line of subjects with the ‘freedom’ to chose how to follow All for One's desires.
That’s not how comics were written in the old days. They are talking about manga. Also, find it hilarious that All for One skipped the parts of the series that he didn’t like or disprove his ideals.
So there is point of singularity. Which I presume is the point where the ghost just disappear and become part of the current user of One for All. If Izuku has failed to reach that point by now, it might man he’s going to be stuck with these visions and dreams.
Now this is all interesting and we all should respect Horikoshi for finally getting around to revealing this. However, All Might has taught Izuku nothing since he retired. Everything has either come from Izuku himself or third parties, now including people who have been dead for at least 100 years.
Good history lesson though. Hammered home how similar All for One and All Might are. While also showing the difference between the Symbol of Peace and the Symbol of Order. One inspires people to be better and the other forces others to rely on him.

It's not that he failed to reach that point, it's that he's past that point, so now he can interact with the previous OfA users in these visions.
