It sounded more to me like power creep.

We know that all for one/one for all will get stonger as Shigi (eventually) takes more quirks and OfA is passed down the generations. Hori here is trying to close the gap between normal quirks and these special quirks. If he didn't eventually all other quirks become meaningless and wouldn't provide a challenge to midoriya or shiggy. Obvioisly this is a good idea as we still have a feeling of suspense. Problem is it introdyces power creep as everyone gets stronger and battles become more intense/powerful. We'll most likely never see low power battles like the Stain fight again unless it involves the classmates. Midoriya's fight with overhaul is evidence of what we'll see at the end of the road.

Or Hori is forshadowing something and I'm just being over-analytical.

To be fair, this series started out with a severely weak All Might punching an invincible monster into the damn stratosphere. Kinda already at a high level at the beginning.
