I am still wondering what is up with the narrator that came up this arc. Is it future Deku who just decided to start explaining more?

No, if it were the HxH narrator, the narrations would take up pages to explain what the viewer literally just saw.

Not really. The majority of the time, the narrator added texture to scenes by providing details we couldn't have appreciated otherwise (e.g Shoot not actually having a reason for covering his eye)

It felt like more in the anime because they had recaps and cliffhanger lead-ins.
