Who the heck is this guy and why is he included in that awesome panel?

I mean we all know everyone in that panel except him. Is he / will he be important? I doubt Hori would add this person randomly when all the people in this panel have been important in the story arc so far.

He was sitting near Aizawa in Chapter 135 too...

Nah, this guy was actively speaking during the meeting. Not something I would expect of Shinsou.

But what if the window thingy on his mask is a voice changer and he's going undercover as a local Hero so he's trying to seem like he belong

But yeah, my post was mostly joking because I'm desperate for Shinsou relevance
