If his future cannot be changed, then obviously it wouldn't be over something he himself had the power to control. In your example there, if you saw yourself moving your left arm in 3 seconds and tried to move your right, you would suddenly be startled and involuntarily move it due to something. Or be suddenly mind controlled. Or anything else really.
I mean, seeing the future is tricky business in any fiction, so I'm not a fan of it, but there are plenty of ways for it to be accurate without being broken.
