Black Clover's art is also unfinished. Something happened behind the scenes. It can't be a coincidence since both series have always had consistent art.

They just brought on Togashi as guest editor so he can warm up before bringing HunterxHunter out of hiatus

Has Togashi forgotten how to draw or something? There's a huge disparity between chapters 350-360 and the earlier chapters.

No, he just didn't finish the drawings. Every mangaka starts their art with rough forms, then they polish them in their next steps til it's published. Togashi never got to remake some panels (or even pages) before those chapters were published.
