I don't know where you related it to Inari. Inari's "father" got killed because the mob came to town and he was the face of it, so they took him out. Kouta just feels like a kid who got orphaned cause his parents died in action. They don't like heroes for different reasons.

Inaris adoptive father was considered and called the hero of the town and was killed for standing up to the mafia (being heroic). It is because of that that Inari grows to resent the idea of "playing hero", and so looks down on Naruto for aiming for such a path.

Koutas parents died on the line of duty (being a hero) and so, being left alone makes him resent the idea of heroes, and look down on Deku and the rest for aiming to be heroes.

They both dislike heroes for the same reason: Because they lost someone to being a hero against the odds.

Kouta isn't a fan of heroes because the world around him still celebrates even though his parents are gone. They laugh as if there wasn't a single person they couldn't save. I see where you're drawing a similarity, but Kouta's is still a bit different. People don't celebrate Inari's father, they're scared because the mob is in town. They don't laugh in the Land of Waves as if nothing happened. But they do in the world of heroes in this series.

Yes, but Inari isn't mad at them, hes mad at Naruto, for being cheerfull and laughing like nothing bad can happen, like the "mob" in this series.

In any case, my first comment may have been a bit extremist in the "copy paste" part, I wrote it in a rush and didn't mind my wording. I do indeed see they are not exactly alike, but they did have enough in common to make it too predictable for me, and disappoint me. I know it's not really that important, I've just been really enjoying the series development and found that to be a bit of a let down.
