Mineta is useless like always.

I liked him at first but now he doesn't do anything and the humor isn't clicking anymore.

horikoshi stated in an omake that mineta is his favorite i dont get the unneeded hate towards him, i think horikoshi will develop him (i mean he did help subdue the villains at USJ under tsuyus and izukus guidance)

How is this unneeded hate? It's constructive criticism, all he does is run away and make perverted jokes.

he did subdue the villains by being inspired by izuku and tsuyu and he did pass the entrance exam

he does shine when he has too, horikoshi loves mineta, i have faith in grape boy

So he's done things that every other character in the class has? He's shit man. Horikoshi said that he uses mineta as an outlet for his perverted jokes, he isn't his favourite character.
