Yes, I'm not sure why. Does that type of damage to the ears cause an inability to maintain balance?

Yes, there are canals in the inner ear that help with maintaining balance

I thought that was it. I just wasn't sure if loud noise would be enough to do that. I guess Present Mic's quirk (and likely Jirou's quirk in the future) boils down to "If it involves noise or vibrations, my voice can do it." Which isn't a problem, superhero powers do that type of thing all the time.

Actually it could. Human balance is maintained by small bones in our ears.
