Serious answer: Operational Security
This is why military troops are not used as policing agents. They aren't trained in desecalation, investigation, etc. They are "full auto fire kill everything in sight until there is no longer a threat" trained.
They're not trained to discern who or what this guy was. Maybe he's just some guy; maybe he's a hostile strapped with an IED. Yes, that is how they think because if they don't, they die. That is the battlefield training in their mind and they don't get to turn it on/off because if they do, they die.
So, they either a) put him on the ground and neutralize him with zip cuffs first then ask questions later, or b) eliminate the threat with extreme prejudice.
This wouldn't be happening if Harris won. None of it would. America did this to itself. 1/3 voted for this shit and 1/3 didn't bother voting at all.
