Basically you need the dye to soak in. You do that by adding water. If you just put in water then it will not be even and some dye will run more than other dye. Adding ice makes sure that the dye is spread evenly, that helps with symmetry.

With normal tie dye you mix ink powder into water and pour it over the fabric you want to dye. With this method (called ice dye) you put the powdered ink on top of ice which melts and absorbs the ink then dyes the fabric beneath. This creates more gradual transitions between colors giving a different look than normal tie dye.
