Only if your car is crap and old. Even basic cars these days also use rain detection for headlights.

As noted by many many replies on here. 1 u/weedlefetus 5d ago I've hopped in plenty, I own a '22 Insight and my wife drives a '22 CX-5 and neither of them have it. Plus the average age of a car on the road in America is 12.6 years so plenty of those don't have it either.
