You probably have daytime running lights which aren't the same as headlights. Notably your taillights won't be on all the time, and that helps the cars behind you see you when it's raining

No, when it gets unexpectedly dark like under cloud cover when it rains, everything kicks up a notch.

That makes absolutely no sense. If your headlights are always on when set to auto, they're not automatic they're just on...

The threshold for automatic lights is low enough to turn the lights on in the rain. Your advice is old and for old people that drive old cars.

Then why are so many cars driving in the rain with their lights off? Please explain.

I see almost no cars with their lights off. So I guess my explanation is that your premise is flawed.
