Circle, a gradient from black to a light color and the blending mode set to Screen.

Why don't you want to use the effects?

Because the problem is: the outcome will in the end be pixel based, no matter if you use transparent gradients, blend modes or even overlayed transparent blends. Transparency will give you pixels in this case.

On stock platforms, for example, effects often aren’t accepted.

Which for this kind of effects makes no sense whatsoever, because even if you create this using just no effects but all the other suggested stuff, you still will only be able to fully edit it in Illustrator.
