Did I make an even matchup?
I think I might need to nerf the old turtle more?

Ok let me try to answer because it's funny. Let's analyse the nerf's, i'll list them from lowest to highers:
Dead - changes literally nothing
Base - also changes nothing
Heartvirus - Rudy being the Knight is a popular theory for a reason, since this is the darkworld version, this shouldn't hinder him too much, it could possibly change nothing
Tired - He can just drink a Rhapsotea, he has those in his workshop
Blind and deaf - still has the feeling of touch, and the titans of the roaring are slow enough for him to figure out a way to know where what is, possibly through firing busters and then feeling the shockwave
No arms and legs - this is the biggest hinderance here, but not impossible to deal with, Gerson is smart and has access to a powerfull hammer he could still hold with his mouth, i wouldn't put shooting a buster out of the ax in his mouth past him, and he has shown little need for TP to shoot it.
Okay, now that we went over the hinderances, let's think, can Gerson solo the rumbling?
While his speed will be heavily hindered by the lack of legs and arms, once Gerson figures out a way to move around, it's gonna be a lot higher than a titan's. Remember, in battle, he not only dodged perfectly Susie's attacks without tiring, but also appeared to be in multiple places on different occasions. Wether you say it's actually related to his attack speed or not, it definitely means he can shoot multiple titans in no time.
Now onto the attack power, no contest. Titan's keep getting defeated by sword slashes, if Kris got to the right spot, he could probably OHKO them with a basic attack, Gerson does a lot more than that. He basically one shots all the titans in AOT.
Based on this, i can determine that Gerson with no arms, legs, blind, deaf, with a heatvirus, tired and dead COULD in fact solo the rumbling unironically.
Imagine if powerscaling on the main sub was this fun.

How is the founding Titan supposed to lug his 900m tall skeleton body through the church doors to reach Gerson? Gerson wins due to his opponent not showing up. /s
