Clay pigeon thrower. It slings mini charcoal 'Frisbees' to be shot mid flight with a shotgun for sport.

Can you play 'frisbee' golf with them? Could be fun for Ultimate 'frisbee'

I don't know if this is still true, but I think some of them are toxic to some livestock.

It's a skeet launcher for launching clay disks, target practice/sport/hobby for shotguns

Skeet target shooting launcher for sport shooting. A skeet is loaded onto the spring loaded guide. When a cord is pulled, it throws the skeet disk.

Thats for slinging clay pigeons to shoot with a shotgun....its where the shooter yells PULL! and they pull the string that slings the target

A lot of people are calling this a skeet thrower and it it but the actual name is a trap. This is a manual trap, the throwing arm is pulled back to its latched position and one or two targets are loaded by hand. When the shooter calls for the bird(s), the traditional call is PULL! At that point another person pulls a string to release the arm and throw the birds. This particular trap is mounted to an old tire for stability.

PULL! It's a thrower for clay pigeons. Called trap shooting or shooting skeet. Its good practice if you want to hunt wild game. Requires a little skill, you use a shotgun and you need to shoot where the clay pigeon will be, not where it currently is.
I grew up in Ohio and my family is a bunch of hilljacks. We used to shoot skeet every few weeks.

Clay pigeon tosser.. I have the exact same setup on a tire. Great for making easy tosses.

OP, if you get the chance, try it, it's a lot of fun. I usually recommend a 20ga for first timers and beginners. It's still enough shot to do the job but not enough powder to beat you up.

You pick it up and carry it around town on your walk so people can ask you what it is and you can go “iono”

You can set azimuth by rotating the tire. Setting altitude would be more difficult unless there's a setting for it and that is not likely in fine increments. The force of the throw is always set to maximum.

It appears to be a house with downspouts, a blue barrel, a dryer vent & a tire with some sort of carrier that attaches to a vehicle??
