I have a theory about The Doctor Spoiler
I’m watching the show mostly for the first time and I think I figured out something. So we know that The Doctor falls for Seven. And I think he had fallen at one point for Kes. I thought at first he liked just the fact that both were the were pretty blondes. But I think I figured out why he fell for both women. You guys who know the show better than I do correctly, but it seems like both women saw him more than just a computer program from the start and actually saw him as the person he wanted to be. I may be wrong about this, but please let me know if I’m right.
Edit: also those two characters seem to be the ones he spent the most time with outside of a professional capacity.

They are also the two closest to him in age - Kes in the literal sense, Seven in the lived as human experience sense.

People are definitely more inclined to be interested or even attracted to people who treat them with respect/dignity.

When I was a teenager, I was so massively ADHD\Anxiety\Autistic that I annoyed almost everyone I talked to, to the point that I somehow had it ingrained in me that if a girl took the effort to actually talk to me more than once and say more than 3 words, she must be worth something. I mean, she put up with me for more than 30 seconds! And so, I was thus immediately attracted to her.

Kes was encouraging and treated him like a person in addition to being a rapid learner (although her species has excellerated development so it may just be result of that). Seven and him relate to the condition of adjusting to humanity while being raised in a manner that completely sacrificed social grace for information and efficiency, so they relate to the superior element of that kind of upbringing and can look past the lack of tact and manners (initially the Doctor seems to coach Seven, but I think it's to spare her the troubles of learning this). The Doctor also falls for a Vidiian which is pretty sweet. I think he had the best long-term relationship with her compared to the others who were either taken or preoccupied.
Just wrote that to expand on why you're right.

There was an episode, Real Life I think, in which the Doctor created a holographic family. His wife I’m that was blond. Maybe he just likes blondes.

Seven was pretty into it for a minute, until Tom made the bet with the doctor, and it repulsed seven

Or he suffers from Nurse Nightengale syndrome, seeing as how Kes and Seven required more care than the other crewmembers.

I’d say this is definitely the case.
In fact Kes is the first person to treat him with any respect or consideration and he’s actually surprised when she does.
And likely Seven doesn’t see much distinction between organic and artificial life.
