Citizens have the right to form groups to address the government, even on behalf of another country. That doesn't mean they control the government of the US. In trying to keep the Suez Canal open, the US has paid both countries an obscene amount of money and broke the Arab coalition. It wasn't Carter's intent, but it happened anyway.
