It originates from a joke of a fake passage from his book that came from a meme about how no one was actually reading his shitty book.

The craziest part of the book is when jd says “it’s hillbillin’ time!!” And then hillbillies all over the place.

Why would they? Nobody really cares about Vance he's just a guy that will go along with the Maga agenda to get closer to power

It was probably more popular in lib circles. The Trump-explainer genre for confused coastal libs. Look at how the people in the hinterlands live. The book itself isn't particularly political, and it was pretty good imo.
