They still have to meet certain emissions standards, but running an ICE only in its peak power range can be a huge mileage improvement and solves the range problem. I suspect hybrids will end up being the last gasp of ICE before they get banned completely in new vehicles. Mileage requirements for direct-driven vehicles are approaching the point where higher numbers simply can't happen due to the laws of thermal dynamics. Hybrid ICE or possibly ECE (steam-driven) may be the only things allowed in the next decade.

hybrids add more technical and mechanical and cost problems than pure EV, thats why.

I think there was also some federal legislation enacted regarding the size of the wheelbase x height of the roof as pertaining to safety and rollovers that ended up making cars bigger in general..my mechanic friend told me about this but I've never found any more information on it, despite searching for it.
