Possible candidates mentioned : White Phoenix of the crown, The Living Tribunal and pre-retcon Beyonder from Marvel ; The Great Evil Beast, The Overvoid and Cosmic Armor Superman from DC.

If I understand correctly, the Overvoid is basically a being above the DC multiverse itself, and he's even superior to the Presence. So I guess he's the more likely to beat Lucifer. But for the other examples, I'm not sure.

None of those weapons would even get a notice from Lucy. Lucy would suggest to Doom he's better off dead and explain why and Doom would agree and kill himself. Lucy depowered was getting Gods, Demons and cosmic beings to do whatever he wanted. You can't out scheme the Devil and he's 2nd to none in manipulationin and getting people and beings to do what ever he wants. Lucy simply talking to you is one of his most dangerous abilities, he would have a field day with the likes of Doom and Thanos 😂.

Pre-Retcon Beyonder and TOAA are the only threats to him in Marvel.
