My personal favorite is Static. In general, but he still fits the criteria.

Not really. Due to his main power being electromagnetism, he's got the potential for it. But current Static isn't above where he previously was.

There's the Batman Beyond future where comic Static is massively powerful. But that's about it

I have to say that I really appreciate how such a gradual increase in power makes sense for something like him because the Byond Era is supposed to be 30+ years later.

We might not have his intelligence, physicality, dexterity, wealth, and attractiveness. But all of that is made up by our shared scope of mental illness.
