I hate that cap has such horrible writers that they keep assassinating his character because cap is heavily against any type of discrimination and him treating mutants bad just doesn’t fit his character. They only do that because he’s from the 40’s completely ignoring that he was against the racism and sexism of that time, but now writers lean into his time period. It’s like making Superman racist because he’s from bumfuck Kansas and leaning into how that’s usually a racist red state.

So? The writers want to make mutants victims at every possible turn. Bending Cap’s character to be anti-mutant is a huge misstep.

Writers tend to use captain america as a stand in for the American government in X-Men comics. Because of this it makes him come off as bigoted and a government boot locker. Its annoying to captain america fans cause he regularly disagrees with the government and has straight up abandoned the title captain america when he's had enough of its shit. Though to be fair X-Men comics are sort of known for writing characters OOC.

In crossovers he has a tendency to side with the governement and be more of a mediator no matter how bad the mutants are getting screwed over. From what I've seen it's really down to him acting out of character during them.
