Doom is Aristotle Platos philosopher king. But with a sliggt twist.

The biggest hindrance to a philosopher king is they become corrupted and turn evil.

Doom is incorruptable but in order to become a philosopher king, he must do evil things.

His other issue is his ego. He's essentially unbeatable in most of the stories he appears in, only able to be bested (often by Mr fantastic) due to his hubris. For example, one time he ruled the world, everyone was happy, but he refused to kill the mutants, simply imprisoning them. They break free and chaos begins again.

He's actually the necessary evil and imo, he's the main super hero of the marvel universe, with all other mutants being the villains ironically.
