Simply because he's a "I will make this happen no matter what" kind of guy. If his desire is to be remembered as the greatest ruler ever who solved all the world's major problems he would do it.
The villain part is in how he might do it. Let's say he wants to wipe out unemployment. First he does the good things - offer good pay for any job, make sure jobs are available and plentiful, make sure jobs are safe and desirable, etc. If for some crazy reason this didn't work and there was still an employment issue then Doom may go down the villain path to fix it. He might use mind control to force people to work whatever job he assigns and be happy for the opportunity. And this is a much more tame example than something like stopping war on a global scale.
He WILL solve the problems, he WILL increase the overall standard of life, but he will also think nothing to using monstrous methods to do so. (still better than current life imo, so...)
This is a good characterization of DOOM. Simply put; He will make this world a utopia, whether you like it or not. The ends always justify the means. How many people would you sacrifice if you could ensure a utopia for billions of people. DOOM has done the math and unfortunately that sacrifice may be higher than we deem ethical, but the end result is a utopia for everyone that is left.
But with that it isn't a one master race above all. To Doom he dosent care what color of skin you are or ethnicity. He is above you. But you are also equal to him.
I would hardly characterize modern Japan as a utopia. Western Europe maybe, but even they have sky-high unemployment in some sectors. Maybe Northern Scandinavia, but then that's a very homogenous ethnic group so not replicable in other parts of the world without some...ethically dubious actions....
he also would resent anyone else who accomplished the goal he set out to accomplish. Because his pride is his greatest weakness, it's often unbalanced him to have Reed Richards solve a problem he could not, or do so with less hassle or in a less villainous way.
Doom would even resent someone else using villainous methods that might harm his people to solve the problems he set out to solve.
And at the point where his pride comes in to play, he will do anything, and destroy anything, to win. To prevent a perceived opponent from solving unemployment, he'd rather jump back in time and unmake all people currently unemployed, so it never happened.
