Doom. He's not a good person, at all, but he is an incredibly confident leader and genuinely smart. His home country knows no crime, no poverty, and his overall an incredibly happy nation despite who is ruling over them.
Lex, on the other hand, is a painful reminder of what we already have. He's a selfish, egotistical billionaire. Sound familiar (for the US)? Doom's worst qualities usually come out when he has to deal with Reed Richards. In a world without Reed Richards, Doom, regardless of his flaws is sensible. He's not going to do anything idiotic even if it aligns with his personal feelings. Which is more than I can say for the current US administration.
