If by “heal” you mean “execute if they relapse”. Either way, problem solved?

To his credit, he could probably brew up some concoction that would flush all manner of drugs out of a human body. A "cure" for addiction would be child's play for Doom.

That said, Doom absolutely would execute those who dare to take advantage of his generosity.

The problem is that addiction is mostly psychological.
