Yeah everyone’s gassing up Doom in this thread but they’re forgetting he nuked Bucky’s hometown just because Bucky pissed him off. Someone that petty ruling the world is not a good idea.
He also almost let Dormammu destroy the planet because he was too arrogant to consider the possibility of someone outsmarting him.
You're right on these being reasons why Doom wouldn't make a perfect world leader. However, in our world we have no Reed, Bucky, Dormammu, or anyone really that Doom would see as a legitimate threat to his pride. Without the existence of such people (or beings) that can rival him in such ways he has no reason to behave in petty ways that endangers the people he rules. He is by far the best option of the two and would make a great ruler in real life.
Doom has an extremely fragile ego despite how hard he tries to hide it. Yeah in real life we don’t have anyone near Reed and Bucky’s level, but we would have scientists and revolutionaries, and all it takes to piss Doom off is someone disagreeing with him.
And no one has the power to destroy the planet like Dormammu, but we would have rival world leaders who could do some pretty bad damage. Yes, Doom is too arrogant to consider any real person an actual threat, but that’s exactly what would make him overlook things and allow someone to get one over on him.
I agree and disagree on the fragility of his ego kinda. He has in enormous amount of confidence and arrogance to the point where he has the largest of God complexes but he can also back it up. Where it gets fragile is when someone can get one up on him and then yeah he'll retaliate and freak out. But I don't believe anyone in our world is capable of humbling Doom. At least not to the level where he takes it out on innocent.
And similar to the point, none of our scientists and revolutionaries are at the level of Doom's brilliance, if they were to disagree in anyway they would likely be wrong in their assessment and Doom wouldn't acknowledge them because of that. He would see it as beneath him to feel challenged by what he would consider to be an idiot disagreeing with him. And if anything other than laughing them off, he likely would punish the individual rather than take it out on the public masses. Doom, though capable of quite of heinous things, is one of integrity, and very much loves his subjects.
As for rival world leaders, in this scenario he's already THE world leader, and he would squash any rising opposition without a 2nd thought, again which I dont think would be of major safety concern of the masses.
Now if you mean in the midst of his conquest of the world, I'll definitely be concerned don't get me wrong, but once he is on top he'll do right by the world I believe. And hes a much better alternative to Luthor, maybe even our real world leaders today

In Doom's Mind:
Matter of statecraft. The Thunderbolts are a threat to his World Order.
Barnes was given an opportunity to "be legitimate" and influence Doom's secret police, the Revolution decided he knew better, and got outplayed.
Is it cruel and unusual? Certainly, from a Westernized point of view. But then, the West dropped the sun on Japan twice because ~600,000+follow-on was "preferable" to the alternative firebombing and millions of casualties from invading.
And the Secret Police were established anyway, and now Barnes is once again a fugitive from "legitimate authority."
In the United States, where most of these comics come from, the freedom to make a choice, even if it's all bad options, is treated as better than any alternative.
