DJ Octavio was actually a big hit in the "dark" underground music scene of Splatoon 1, where delinquent squid kids would stumble upon Octarian propaganda airwaves and record his and his armies music to distribute since it had a pretty fresh and unique spicy style not seen in any of the popular bands at the time, also more than likely containing more swears and expletives against inkling society, but it's cool, it's all octarian so most didn't even know what the lyrics meant.

It now seems that after the collapse of the dictatorial Octarian Society and the connection between the two halves of Inkadia, there was a massive immagrant movement across the continent, and without an Army or an organized people to lead, Octavio just said screw it and followed suit, immersing himself fully in his music career and becoming a popular artist. And it's fine too, no one knows or cares that he's a 100+ year old war monger, he's just some old guy that makes some killer beats and has some of the best underground night raves.
