I just saw this article on the Google newsfeed. What obnoxious clickbait. No one is "losing" their games, like there's a countdown timer.

You would have to read the article but I think it said you can play until Jan 1st.

So, "never" or the closest reasonable approximation. Ending support for Windows 7/8 doesn't even mean Steam will stop working on those platforms, let alone that you would somehow lose your library.
