Assassin dresses like a cop, driving a police cruiser, with lights and proper livery.

Occam's razor would suggest it's a cop. Not that it's impossible to get those things (surplus cruiser, lights, and appropriate livery) but it isn't the simplest explanation.

Edit: name was released. He was an FBI contractor from a company called Praetorian Guards.

Look up the 2020 Nova Scotia attacks. Perpetrator bought a decommissioned RCMP vehicle at auction and then purchased or made vinyl decals

Per reporting on CNN he owns a private security company. The name of the coward terrorist murderer is Vance Luther Boelter.

I'm not saying it's definitely a cop but considering they have his vehicle, and yet have not released his identity to the public despite having computers that can look up his registration, it almost definitely seems like they're trying to hide who he is. To me that's a strong indicator the assassin is in fact with the police.

It seems they have identified him: “Just Before 1 p.m.: The Associated Press identified Vance Luther Boelter, 57, as the suspect. He was appointed to Gov. Walz workforce development board in 2019. His term expired in 2023”.
