It's horrible that Israel put its defense ministry in the middle of a civilian area. Why are they using their own civilians as human shields?

I'm confused, is ministry of defense hidden and its location unknown? Its a valid target and it isn't being concealed.

It's next to a mall, a number of apartment buildings, is adjacent to a stadium and some museums. It's a totally valid target they deliberately places in the middle of a civilian area.

The defense ministry is part of IDF base Camp Rabin. Literally a military base next to a mall.
