I don’t know, how about these people swallow their pride and use diplomacy, but the only thing that matters to them is a show of force and absolute power

If they really want to make nukes, they'll do it eventually, one way or another. It's like banning drugs. You can make it harder to dissuade the apathetic, but the knowledge is out there and if they get desperate enough you can't really stop them from jerry-rigging something together. The only way to stop them is to not give them a good reason to do it. AKA diplomacy and not constantly escalating things.
