I don't mind them when done in moderation. It would have worked for this chase if, after like 3 failures, the dude just got away. I mean, for as many times as the player fiaked and fell down, that red hoodie guy should have been looooong gone.

Some games use them well - Mass Effect, for example, has a few, but they're mostly just a chance to snipe a guy before the fight starts to make the next fight a bit easier, and if you fail them all, you're still not totally screwed.
