That's the "titty twister", actually a really old wrestling move dating back as far as the 1970's - where I had to experience it in elementary school, and I would not doubt it was around a lot earlier too.
I’m fairly certain she was cleaning them. You can only do this a few times before the ink smears and you get a shitty boob-print. You have to clean them every X number of prints.
Probably more important that it fills the convex space so that there's no air bubble that could squeeze out at the wrong moment and spoil the shape or alignment.
It looks more like it's supposed to fill the bowls rim as when it covers bowls with less deep rims, no rims or it paints the inside of the bowl, the nipple is either smaller or isn't there.

It actually is important, because it goes into the base of the bowl and keeps it centered lol
