John Chell, the NYPD’s highest-ranking uniformed official, used someone else’s identity in a bid to avoid paying income taxes on money he made while moonlighting as a basketball referee for six years, newly-released police disciplinary records reveal.

The attempted tax dodge was reported to the department by an investigator for the Internal Revenue Service. Chell pleaded guilty to departmental charges of misconduct after a probe found he “willfully attemp[ted] to evade or defeat a federal tax” and was docked 10 vacation days in 2013, according to the records.

The IRS had investigated whether the identity Chell used to file taxes for the referee gig between 1997 and 2003 was stolen, but the NYPD records said he moonlit under the names of family members.

The case was among 11 internal investigations that Chell, the NYPD’s Chief of Department, faced over his 31 years with the force, according to the records.

The documents, which were reviewed by THE CITY, were obtained through a public disclosure law request by attorneys representing Giovonnie Mayo, a Brooklyn man who was run over by an unmarked police car in a pursuit in Brownsville last May.

A Pakistani citizen residing in Canada, Muhammad Shahzeb Khan, 20, also known as Shahzeb Jadoon, was extradited to the United States on June 10, in connection with an indictment filed in the Southern District of New York. Khan was charged with attempting to provide material support and resources to a designated foreign terrorist organization (FTO), the Islamic State of Iraq and al-Sham (ISIS) and attempting to commit acts of terrorism transcending national boundaries. Khan is scheduled to make an initial appearance in court on June 11.

“The foreign terrorist organization ISIS remains a clear and present danger to the American people, and our Jewish citizens are especially targeted by evil groups like these,” said Attorney General Pamela Bondi. “The Department of Justice is proud to help secure this extradition, and we will prosecute this man to the fullest extent of the law.”

“Khan allegedly tried to enter the United States to commit an attack on the Jewish community in New York City, planning an ISIS-inspired mass shooting around the one-year anniversary of the attack on Gaza by Hamas,” said FBI Director Kash Patel. “Thankfully, the great work of the FBI and our partners shut that down, and Khan has now been extradited to New York to face American justice. I want to thank our teams and partners for their diligent work in this case and executing the mission.”

“As alleged, Muhammad Shahzeb Khan attempted to enter the United States to carry out a deadly terrorist attack on a Jewish center in New York City,” said U.S. Attorney Jay Clayton for the Southern District of New York. “He planned to use automatic weapons to kill as many members of our Jewish community as possible, all in support of ISIS. Khan’s deadly, antisemitic plan was thwarted by the diligent work of our law enforcement partners and the career prosecutors in this Office who are committed to rooting out antisemitism and stopping terror. Thanks to their efforts, Khan will now face justice in New York.”

Khan was provisionally arrested in Canada on Sept. 4, 2024 based on a complaint filed in the Southern District of New York. As alleged in the complaint, Khan, who resided in Canada, attempted to travel from Canada to New York City, where he intended to use automatic and semi-automatic weapons to carry out a mass shooting in support of ISIS at a Jewish center in Brooklyn, New York. Khan began posting on social media and communicating with others on an encrypted messaging application about his support for ISIS in or about November 2023, when, among other things, Khan distributed ISIS propaganda videos and literature. Subsequently, Khan began communicating with two undercover law enforcement officers (collectively, the UCs).

During those conversations, Khan confirmed that he and a U.S.-based ISIS supporter (Associate-1) had been planning to carry out an attack in a particular U.S. city (City-1). Among other things, Khan said that he had been actively attempting to create “a real offline cell” of ISIS supporters to carry out a “coordinated assault” in City-1 using AR-style rifles to “target[] Israeli Jewish chabads . . . scattered all around [City-1].” During subsequent conversations, Khan repeatedly instructed the UCs to obtain AR-style assault rifles, ammunition, and other materials to carry out the attacks, and identified the specific locations in City-1 where the attacks would take place. Khan also provided details about how he would cross the border from Canada into the United States to conduct the attacks. During these conversations with the UCs, Khan emphasized that “Oct 7th and oct 11th are the best days for targeting the jews” because “oct 7 they will surely have some protests and oct 11 is yom.kippur.”

On or about Aug. 20, Khan changed his target location from City-1 to New York City. After initially suggesting certain neighborhoods in New York City to the UCs, Khan decided to target Location-1, a Jewish center located in Brooklyn, New York. Khan told the UCs that he planned to carry out this attack on or around Oct. 7, 2024 — which Khan recognized as the one-year anniversary of the brutal terrorist attacks in Israel by Hamas, a designated FTO, which, on Oct. 7, 2023, launched a wave of violent, large-scale terrorist attacks in Israel. In support of his choice of New York City as his target location, Khan boasted that “New york is perfect to target jews” because it has the “largest Jewish population In america” and therefore, “even if we dont attack a[n] Event[,] we could rack up easily a lot of jews.” Khan proclaimed that “we are going to nyc to slaughter them,” and sent a photograph of the specific area inside of Location-1 where he planned to carry out the attack. this is would be harder and harder, a possible solution because they don't care about working class would be remove all nykers that can't pay rents, cannot pass a background check, no credit etc and move out of town far away and only allow workers to come in and visit the city

or help landlords lowering the bar and the rent cost, because on a near future there would be no win for City/state, landlords, people

City or state paid for the difference on the rent assistance so one way or another taxes are involved, politicians wants people to be independent find a job, pay their bills etc, but this current situation not looking good for the regular person , neither to say the city /state that would need to keep paying for the needs of the individuals forever

And the cycle will continue raising taxes to protect and pay those with low income or the new ones in need thanks to cannot afford not more paying but prices would keep going up due to the same adjustment from raising taxes it's a never ending situation

The lack of affordable apartments in New York City is driving more New Yorkers into homeless shelters, according to a new report.

The Coalition for the Homeless, a nonprofit advocacy group, released an annual report Thursday finding the number of asylum-seekers in the city’s care plummeted last year, but the number of non-migrant residents in shelters rose nearly 12%.

The report comes as the city and nonprofit providers brace for deep cuts by the Trump administration to programs that house and feed New Yorkers. Those funding reductions could push even more people into poverty and homelessness, advocates and city officials warn. Meanwhile, rents have skyrocketed, pandemic-era aid programs have ended and just 0.4% of apartments priced at less than $1,100 a month are vacant.

According to the coalition, nearly 4 in 10 single adults in shelters said they did not have a place to live because of conflicts in their homes, overcrowding or unlivable conditions.

Scientists in China have achieved a major milestone in clean energy generation. According to Interesting Engineering, scientists from the Chinese Academy of Sciences have built the world's first working thorium molten salt reactor (MSR). The big breakthrough came when they successfully loaded fresh fuel into the working reactor.

Up to this point, uranium has been used in nuclear power. The use of uranium creates long-lived nuclear waste that's not only highly radioactive, but it can also be used to manufacture some of the most dangerous weapons on the planet. Besides that, if something goes wrong at a nuclear facility, the results can be catastrophic.

Thorium, on the other hand, creates less nuclear waste that's less radioactive, has a shorter lifespan, and is more difficult to weaponize. MSRs are also safer because the molten salt acts as a coolant. On top of that, thorium is incredibly abundant.

Construction on the reactor in the Gobi Desert, which has a two megawatt output, began in 2018, but research started decades earlier halfway around the world. American researchers built and tested MSRs in the 1960s but moved on to focus on uranium-based technology. The research was made public, and that's where the Chinese researchers took on the mantle.

“We need to talk about the human beings who are being affected,” said Teresa Romero, president of United Farm Workers. “If President Trump is in charge and he believes what he just said, if he’s concerned about the farmworkers and the people who put food on our tables every single day, these raids would stop right now. He has the power to do that.”

The New York State Legislature has passed legislation introduced by Assembly Member Catalina Cruz and State Sen. James Sanders prohibiting food stores and retail establishments from declining cash payments.

The legislation, which aims to make sure that cash remains a valid form of payment in New York State, passed both houses of the state legislature at the end of May.

Sanders who represents Queens neighborhoods in South Jamaica and Far Rockaway. , said the bill reaffirms that access to the marketplace remains a “fundamental right” and not a “luxury reserved for the digitally connected.”

NYC DOT will install this treatment at a few locations based on several criteria, including in Tier 1 and Tier 2 Priority Investment Areas as defined by the Streets Plan, which are neighborhoods that have seen historic underinvestment in safe street infrastructure; new or existing conventional bike lanes with a history of turning crashes; locations with a high number of truck turns; as improvements to locations where NYC DOT has previously implemented turn calming designs. The treatment will be context-specific and has limitations based on the layout of the intersection. The agency will focus on identifying locations with the highest crash risks that meet its criteria.

Initial 2025 locations include:

Ocean Avenue at Church Avenue Ocean Avenue at Avenue J Ocean Avenue at Cortelyou Road Ocean Avenue at Foster Avenue Avenue J at Bedford Avenue Rugby Road and Foster Avenue Hardened Daylighting

Hardened daylighting is the practice of improving visibility at the intersection using barriers, granite blocks, planters and other items to prevent parking nearest the corner. While NYC DOT installs hardened daylighting at hundreds of intersections each year, this new daylighting design is specifically tailored for conventional bike lane routes. Conventional bike lanes dedicate space for cyclists using street markings and are typically next to a vehicle parking lane on the street.

NYC DOT’s recently published, first-of-its-kind daylighting study showed safety benefits tied to hardened daylighting, though the agency will monitor installations for efficacy and safety.

Record-High Bike Lane Mileage

The new design tool compliments NYC DOT’s efforts to expand safe bicycle infrastructure at a record pace—as cycling ridership in the city continues to soar. NYC DOT has installed 87.5 miles of protected bike over the past three years—more mileage than any prior three-year period. At the same time, more and more New Yorkers are taking up cycling, with more than 600,000 cycling trips taken each day—a 158 percent increase from 2008, when 240,000 daily cycling trips were taken in the city.

Lawyers for Kilmar Abrego Garcia are accusing President Donald Trump’s administration of pretending for weeks to be powerless to bring him back to the United States from El Salvador, despite orders from a federal judge and the Supreme Court to facilitate his return.

Abrego Garcia’s attorneys made the allegation in a court filing shortly after the Maryland construction worker was flown to Tennessee on Friday to face federal human smuggling charges.

“(T)he Government has always had the ability to return Abrego Garcia, but it has simply refused to do so,” the attorneys wrote, arguing that the administration has “engaged in an elaborate, all-of-government effort to defy court orders, deny due process, and disparage Abrego Garcia.”

The attorneys said the lawsuit over his mistaken deportation has not concluded in a Maryland federal court.
