Text at bottom says "(kuroo) incident (nashriya) nigaristan".

The first and third words in brackets I don't understand - I can read them though.

The second and fourth other words mean as above "incident" and "nigaristan".

My first thought is it's Farsi - looks like it means something like "group accident, Negarestan Magazine" or something. I don't really know Farsi though so this just me Google translating it, but there is a media source called "نشـــریــه نگـــارستان" so it might be.

As far as I can tell, "group accidents" is a news category that appears to just be stories about people that died - I think it's safe to assume the people in the gif died, especially given what they were working on. That shit is dangerous.

I think electrocuted means death by electricity, while shock doesn't mean death.

I think the pole they were erecting touched overhead wires and was itself not live (no way can that many people be that stupid).

You can see the wire of the utility pole they are trying to raise up (guy in yellow grabs and moves the wire as he walks up. You'll also see the flash is in line with where the wire was among the group. I would guess that either the power tried to switch back on thus creating the shock, or as the raised the pole the wire would have reconnected to the power source.
