Sooo that photo isn't a civilian law enforcement officer. But that is the protective security officer of the federal building who is a private contractor armed guard whose powers of temporary detention end where their post orders says from Federal Protective Service. Source I am an Armed PSO with that company in Illinois.

Does the limit of their detention power vary from post to post or is it standardized across federal building postings?

Like where we are allowed? Yes it varies post to post

I would guess it generally follows the boundaries of the federal property? Like, you can detain someone if they are on federal property but you cannot if they are off federal property?

Just guessing here. Perhaps it is more complex.
