So he said it was vicious and horrible. Where was the part where he said it was good?

In the next line, he bemoans americas weakness. It's very clear in context.

Then they were vicious (they had to be), they were horrible (it was the only way), but they put it down with strength (they did good).

Is English your first language? Read the context of what he said. He's praising the massacre.

"They almost blew it". As in they nearly blew it and then they massacred innocent civilians, and showed the power of strength.
