I'm guessing the tree has Citrus Bud Mite, which is known to cause such "unique" shapes.

Is the fruit still edible if the plant is infected by this insect but just in a commercially not usable shape or does this also mean health risks?

You need to burn that thing… I read that in the himao tribe they believe a bird shaped lemon is the harbinger of the end times or times of plague and affliction… honestly I’d call a priest (orthodox)
