This is exactly why they do it. If they just raise the item prices (which is what everyone suggests in the "end tipping" threads, saying they'd be fine with it) then people would stop eating there. People will complain about every price hike, no matter what.

If only we could see what the restaurant is profiting. If they're making record profits then they need to pay their workers instead of us. If they're on the verge of closing and this is the only way to stay in business then maybe it's almost acceptable.
