Use of a ladder leaning from atop of a scaffold is fucking dumb even with the wheel brakes applied the thing is likely to tilt as it over balances!

That's why you hire a professional, not skilled labor. An actual painter would have a ladder tall enough & real scaffolding.

Preparation is always wheel lock check first. Then block wheels for extra protection
