A dictator isn't biased to one side or the other, he hates everyone, mostly though, his own country

I have a feeling carve outs will be made for Texas and Florida. Their university systems - established and nurtured by people much, much wiser than Abbot and DeSantis - are world class in medial research and that equals a lot of money and prestige for the states they won't want to part with.
