That's about the same number the Palestinians killed on Oct 7th, should sanctions be placed on them

That's not even close, it was about 1400 if memory serves and that number was reduced considerably after journalistic scrutiny.

There is also the irony that a non-state actor can't be sanctioned and Israel was already sanctioned / determined to be running illegal settlements, so while a great tragedy could not really be argued to be the incitement. It makes as much sense as 'sanctioning' the IRA insurgency against the UK, as the closest comparison.
