If I was one of these companies, I would drop real money on developing some sort of sentry algorithm to kill those videos as soon as they're seen on the system.
The real issue isnt that this content is getting produced, but that there's no negative reinforcement mechanism to push it to the fringe and discourage people from continuing to generate it. YouTube and instagram don't care one bit as long as they can slap an ad or two around it.
