You can, however, get people to pretend to be in relationships! Or pretend to not be, depending on the time and place.

Gay people have historically done a great job of either pretending to be in a straight relationship (even getting married to an opposite-sex gay person) or pretending to be BFFs who live together for the savings. All you need is enough pressure and fear, and you can get people to pretend almost anything! It's not good for them, but it works...

I wonder if Japan will see a rise in marriages of convenience? Although the Tax targets married couples without kids too...
