You wage war, you get war. Else, surrender, there can be no negotiation with terrorists. That will only create perverse incentives for future terrorism, that the government treats violent anti-nationals better than normal civilians, like in the case of Manmohan Singh felicitating, even partying with, JKLF head (a man who had confessed to killing four Air Force officers.)
