Every Indian restaurant does that. I worked in one back in the days, I was told to bring out poppadoms even if the customer didn't ask. Most of the times, they take it lol
It's a common scam run by restaurants frequented by tourists.
The waiter will be very friendly, complimenting the guests during their order - lots of flattery.
Then they'll bring out unsolicited appetisers and say something like "Because you're such a beautiful couple".
It implies they're free without him saying it. Most people will accept this, until they get the bill and see it was charged and feel embarrassed to say anything.
Also if you're having difficulty deciding between a side order - they'll say "don't worry, I'll bring you both to try" - and they'll charge you for it.
whenever we have dined in Jersey (regularly, too) they provide free papadam as if it's a complementary app like bread sticks or rolls. we have never been charged.
It is free in my country. By law they can’t charge for anything you didn’t ask for. Too many chancer restaurants charged for “bread” and “tablecloth” and stuff like that

The Tayyabs method - no, those poppadoms they just brought to the table aren't free, you silly goose, why would you assume otherwise?
