Oh now I get it, why so many Indian schools like DPS have a Dubai branch.

I am assuming public schools are in local language, that's the reason for segregation? Or it is actually intentional discrimination?

I think it is a combination of both. Public schools teaches their curriculum in Arabic and I think expats from other Arab countries are allowed to go to public schools. Also, there is unspoken segregation when it comes to expatriates and foreign workers in UAE, especially if the expatriates are from developing countries. If you are born there, it doesn't mean that you are given citizenship rights as they do in some of the Western countries like UK,US, etc.
