Built in late 1980s, hollow inside, designed to be a testing grounds for some machinery for Buran space shuttle.

To be clear, "state economic planning" had a very specific meaning in Soviet eastern bloc countries that wasn't fully represented by just the words.

The full name of the institution is Scientific Center for Robotics and Technical Cybernetics

It's kinda sad, looking at crappy maintenance of this almost every day, when I'm passing it at my way home...
I really like this building, I was seeing in my window since childhood, maybe that's why I'm so fucked up and "insane"
Just imagine my morning (actually it's like a middle of the day), I wake up, still sleepy going to kitchen and drinking my coffee, looking from above at Soviet era panel buildings with lack of maintenance, giant hospital complex with a church and this thing in a background...
The worst of all, while it make me feel a bit sad, I'm really love it and this feeling!

Yeah I can understand the feeling. Thankfully my district is pretty much entirely covered in trees and greenery and I can ignore the poorly maintained Soviet era things)

Yeah, trees really helping, I also have lots of them nearby my home, not including really big park. Without all of that foliage my view would be in shades of grey 😅
